I dont think it's normal that my Yul Moonlight Sentinel with 97 Str got skill cooldown reset frequently .. it's just abnormal .. i think you need to look into this case

and is Debuff can only worked only 1 at a time ? or is that just a icon bugged from the mobs ?

Iss Sonatas can't be used .. dunno the real reason .. just can't be used just like Sigel Guardian Frenzy

skill cooldown depends on dex not str for yul, check your passive skilll mastery. works as should.
