3 SA on Dualswords?

Dunno if this is a bug but atm its impossible for me to put 3 SAs on dualswords (something that has cost me).Is there a specific procedure that must be followed?I deleted all old SAs and ive tried putting 3 new SAs simultaneoysly..nothing shows up at the Blacksmith menu,2 SAs same, except only for "Kain and Lionel"..only 1 SA is active now and i cant seem to be able to add a second and a third one?What is this all about?

at npc u put each sa 1 time, npc shows u what is needed.
have weapon and 1 sa crystal lv 8 in inventory and chose the name of sa crystal from option to start.
