It was fixed, it is a lv 85 magic skill and land rate at around 80%. Has same landing rule as any debuff.  It would be extremly difficult to land a low lewel debuff on a high level character or npc (125-85 = -40%) + resistance. Also 3rd class debuffs cannot land on 4th class characters. (basic god rule).
