Buff appears seriously delayed, after 7-9 seconds!
Effect itself (talking about magical and physical Crit Chance reduction):
First 1-2 seconds after the buff appears it gives only 5% reduction, then changes to 10%. Weird.
And also dont forget wtf short duration of the stone!
