Prices and requirements differ depending on who you buy items from, alt+b or npcs.
Gemstones R prices (and other items) bought from Pink Grocer npc in towns can be changed by the lord of the castle by setting Taxes amount at Chamberlain. The resulting profit goes into the castle treasurie where the castle owning clan can access it.
Gemstones R at alt+b shop cannot be changed and stays the same
R-Grade soulshots and scrolls can be used for L-Grade armors and weapons
L-Grade armors and weapons do not result in crystals at destruction
